8th meeting of CPG PT-C - Cluj-Napoka


The eighth meeting of project team C (PT-C) of the Conference Preparatory Group (CPG 15) was held last 21-24 April in Cluj-Napoka, Romania, ahead of the upcoming 2-7 November 2015 World Radiocommunication Conference (WRC-15) of the International Telecommunication Union (ITU).

This group’s mandate is to prepare European common proposals (ECPs) for WRC-15 on issues encompassing amateur services (identification of additional spectrum in 5 MHz), aeronautic mobile service, spectrum via satellite for control and non-payload communications (CNPC) of unmanned aircraft vehicles (UAVs), maritime mobile satellite service, spectrum identification for satellite connection ship identification applications (SAT-AIS), spectrum identification for aeronautic mobile service for wireless avionics communications applications (WAIC) and also spectrum identification for short range radar (SRR) automotive applications in the 78 GHz frequency band.

Several draft ECPs were approved, specifically for maritime mobile service, such as the proposal for a power flow density mask for satellite emissions in automatic identification system (AIS) applications, on spectrum identification for WAIC applications in the 4.2-4.4 GHz band and for SRR applications in the 78 GHz band. The various CEPT administrations were unable to reach consensus on the subjects of unmanned aircraft vehicles (UAVs) and global flight tracking (GFT).

The briefs (base documents for future European common proposals) were approved, above all with the addition of results from recent ITU-R meetings vis-à-vis the studies concerning inter-service frequency band sharing and inter-system compatibility, whereby various solutions can be designed to resolve each agenda point. The positions of other regional organisations were also added.

These ECPs and briefs will now be submitted for consideration by the CPG group for approval.

This was the group’s last meeting. Issues which were not finalised owing to a lack of consensus among CEPT administrations will henceforth be dealt with at CPG level.
