Ad hoc group on UPU reform - Berne


ANACOM follows the work of an ad hoc group on UPU reform established in the scope of the UPU Council of Administration (CA) and took part in its second in-person meeting held last 3-4 September at UPU headquarters in Berne, Switzerland.

The group is chaired by Belgium and generally works at distance (via teleconferences and email). The first in-person meeting had been held during the April session of the UPU CA working groups.

The group’s aim is to develop proposals to make the UPU’s work and decision-making process more efficient, specifically through an eventual review of its structure and working methods.

With the goal of simplifying and streamlining the current structure two possible models for reorganising the UPU’s current bodies were discussed: i) keeping the two existing councils (the CA and the Postal Operations Council – POC), albeit with major reduction of their subsidiary groups; and ii) merging the two councils into one single one.

The participants were asked to analyse the two models’ strengths, weaknesses, opportunities and threats (SWOT) in order to support further discussion about them and the subsequent development of group proposals for the next CA session in November.

The group meanwhile continues to work as usual, scheduling teleconferences as required by the progress of its work. There are no plans for any more in-person meetings before the CA session.
