38th meeting of the Spectrum Policy Group - Brussels


Brussels hosted last 15 October the 38th meeting of the Spectrum Policy Group (RSPG), where Portugal was represented by ANACOM board member Hélder Vasconcelos and by that authority’s spectrum management director, Luísa Mendes.

The meeting began with the election of the new RSPG chair, Philip Marnick of the United Kingdom, as well as the vice-chair, Jonas Wessel of Sweden. Their terms of office will begin in 2016.

The matters discussed notably included approval of the following documents for submission to public consultation:

  • Report on “Awards and Spectrum Use”;
  • Draft opinion on “Future Spectrum Challenges” - implementation of the current Radio Spectrum Policy Programme (RSPP) and key issues to be addressed in the next period;
  • RSPG working programme for 2016 and following years.

Agreement was reached to draw up an opinion on the “Digital Single Market - Telecoms Regulatory Framework” in mid-January, to be approved by means of written procedure.

The RSPG welcomed the what-if meeting organised by the European Commission (EC), which allowed the RSPG members to share opinions about the next review of the regulatory framework for electronic communications, particularly spectrum management and wireless connectivity.

The RSPG also examined the report from the working group on EU Assistance in Bilateral Coordination.

It was agreed that the document on the “last three years”, explaining key RSPG accomplishments and their contribution to spectrum policy, would be published on the RSPG website.

The RSPG’s next meeting is scheduled for 24 February 2016 in Brussels.
