1st meeting of the 2019 Conference Preparatory Group (CPM19-1) - Geneva


Geneva hosted from 30 November to 1 December 2015 the first meeting of the 2019 Conference Preparatory Group (CPM19-1) preparing for the 2019 World Radiocommunication Conference (WRC-19), attended by nearly 300 participants representing the member states and other sector members.

The CPM is a extended high level discussion forum in which ITU members participate, organising and coordinating preparatory work for the WRC. CPM19 will meet twice: when preparatory work for WRC-19 begins and several months before WRC-19.

The CPM report resulting from the second meeting is meant to help the bodies involved in preparing for WRC-19. The CPM report contains information available at that date provided by the ITU members and study groups from the ITU Radiocommunication Sector (ITU-R) concerning technical, operational and regulatory aspects/relevant procedural questions for each of the WRC-19 agenda items.

The WRC-19 agenda will focus on various topics, among them: spectrum for international mobile telecommunications (IMT) above 6 GHz; regulatory measures to support modernisation of the Global Maritime Distress and Safety System (GMDSS); and spectrum and technical and regulatory measures to support introduction and use of the Global Aeronautical Distress and Safety System (GADSS).

CPM19-1 accordingly discussed and agreed on, among others, the structure of the report the CPM should submit to WRC-19 (e.g. the chapters the report should contain) and the organisation of preparatory studies, indicating the ITU-R study groups’ responsibilities with respect to each WRC-19 agenda item.
