Availability of spectrum in the 3.4-3.8 GHz band


By decision of 28 January 2016, ANACOM has approved the report on the public consultation held on the availability of spectrum in the 3.4-3.8 GHz frequency band.

Launched by decision of 23 April 2015, the consultation was based on the principle of effective and efficient use of frequencies. This principle is fundamental in the allocation of spectrum resources and determines that the allocated frequencies must be effectively and efficiently used, in accordance with the conditions set out in their allocation.

ANACOM has compiled the views of market participants on the use of the spectrum available in this frequency band (3.4-3.8 GHz), with the majority of responses referring to the terrestrial electronic communications service; this somewhat limits options in terms of allocation formats and timings.

Briefly, the respondents considered that all presently free spectrum should be allocated. The applications advanced by the respondents indicate backhaul solutions or highlight the need for capacity in specific geographical areas. They consider, however, that putting this spectrum into operation is dependent on the availability of equipment, whereas one undertaking noted that availability of terminals in the market is not expected until late 2017.
