72nd meeting of WG SE - Amsterdam


Amsterdam hosted last 25-29 January the 72nd meeting of the ECC working group on Spectrum Engineering (WG SE). It was attended by about 53 participants, including the observer from the European Communications Office and representatives from industry and operators (ANITEC, APWPT e. V., BOLT & YURDAL Consulting APS, CRAF, CAr2CAR-CC/FBConsulting Sarl, Ericsson, Ministry of Defence (the Netherlands), Inmarsat, NEP The Netherlands, Robert Bosch GmbH, SIS/MF AmDFS, TNO (the Netherlands) and Wi-Fi Alliance.

The following documents were approved after the consultation phase:

  • Draft ECC Report 243 on wireless video links in the frequency bands 2700-2900 and 2900-3400 MHz;
  • Draft ECC Report 245 on compatibility studies between PMSE and other systems/services in the band 1350-1400 MHz;
  • Draft ECC Report 244 on compatibility studies related to RLANs in the 5725 5925 MHz band;
  • Draft ECC Report 247 on description of the software tool for processing of measurement data of IRIDIUM satellites at the Leeheim station.

The following documents were adopted on a preliminary basis and forwarded for public consultation:

  • Draft ECC Report 250 on compatibility studies between TTT/DSRC in the band 5805-5815 MHz and other systems;
  • Draft ECC Report 249 on review of the characterisation of the unwanted emissions to achieve a more efficient use of the spectrum;
  • Draft ECC report 251 on the impact of UWB applications on board aircraft in the band 6-8.5 GHz on FS links used around airports and on EESS earth stations;
  • Draft ECC Report 252 on SEAMCAT User Manual.

Draft ECC Report 246 on wideband and Higher DC Short Range Devices in 870-875.8 MHz and 915.2-920.8 MHz (companion to ECC Report 200) was under public consultation. However, due to the lack of consensus on how to resolve the comments received, WG SE decided to postpone final adoption until September.

The work by project team (PT) Spectrum Engineering 7 of WG SE concerning compatibility for the introduction of programme making and special events in the 1492-1525 MHz frequency bands is under way. Several contributions remain to be considered and the respective conclusions reconciled, foreseeably by the next WG SE meeting.

Regarding the work on fixed service, project team Spectrum Engineering 19 (PT SE19) is producing the report on a questionnaire that was sent out concerning eventual use of multiple input multiple output technologies for fixed service, given the interest expressed by operators and manufacturers. The questionnaire on fixed service uses in bands above 50 GHz is nearly finished. But industry has shown interest in obtaining new data on fixed service uses below 50 GHz, whereby the approval of a new questionnaire to send to the administrations is expected at the next WG SE meeting.

With respect to the work by PT Spectrum Engineering 21 concerning unwanted emissions, a report was approved. It contains a large number of measurements of analogical and digital devices and concludes that their respective performances vis-à-vis unwanted emissions are much better than those recommended (draft ECC Report 249).

As for the work on low power short range devices (SRD) under way in PT Spectrum Engineering 24 (PT SE24), noteworthy was that carried out with respect to the 5 GHz mandate for wireless access systems/radio local area network; part 1 of the report was approved on a preliminary basis. Several issues are still pending, namely the analysis of mitigation techniques (being drawn up by the European Telecommunications Standards Institute), along with the eventual use of long term evolution – unlicensed/long term evolution – license assisted access technology, which will be addressed in part 2.

This PT was also assigned the task of re-analysing the studies concerning SRDs and broadband – direct air-to-ground communications – time division duplex mode – in the 1900-1920 MHz frequency band. But due to current information regarding the decision of the Radio Spectrum Committee, that task may be cancelled at the next WG SE meeting.

The report on the impact of using ultra wide band devices installed on board aircraft in fixed and Earth exploration by satellite services was also approved.

The group’s next meeting will be held this coming 25-29 April in Bergen, Norway.
