39th meeting of the Spectrum Policy Group - Brussels


The 39th meeting of the Radio Spectrum Policy Group (RSPG) was held in Brussels last 29 February, the first overseen by its recently-elected chair, Philip Marnick of the United Kingdom, assisted by vice-chair Jonas Wessel of Sweden.

At this meeting the RSPG adopted a report on “Award and Efficient Use of Spectrum”, an opinion on “Review of the Radio Spectrum Policy Programme (RSPP)” and the RSPG's working programme for 2016 and following years.

The RSPG chair reported that in January, following the written vote procedure, the RSPG Opinion on the Digital Single Market (DSM) was adopted along with the Review of the EU Telecoms Framework. That opinion is framed by two topics, DSM and regulatory framework review, and represents a high-level contribution associated to spectrum management, in particular discussing matters put forward in the public consultation and making relevant recommendations.

The European Commission (EC) presented an update regarding the EC’s proposal to the European Parliament and to the Council concerning use of the frequency band in ultra high frequency in 470-790 MHz in the European Union. Viewpoints were also exchanged regarding results of the 2015 World Radiocommunication Conference.

Updates were given on matters associated to bilateral coordination, especially efforts by the Italian government regarding the need to resolve pending cross-border issues associated to regional digital terrestrial TV emitters whose emissions are causing interference in neighbouring countries.

To finalise the meeting, agreement was reached to undertake cooperation with the Body of European Regulators for Electronic Communications; the RSPG chair also confirmed his intention to hold a meeting on 30 March in London to discuss the RSPG’s working programme with interested parties.

The next RSPG meeting will take place on 8 June 2016.
