Preparation of WRC-19 at ITU-R and the European Conference of Postal and Telecommunications Administrations (CEPT)


The CEPT https://www.cept.org/ is a regional organisation established in 1959 by the representatives of 19 countries; it currently has 48 members, including ANACOM (representing Portugal). The activities of the CEPT include cooperation on trade, operational and regulatory issues and on issues of technical standardisation.

The CEPT is also responsible for coordinating European positions for submission to the WRC. The Conference Preparatory Group (CPG19) has been constituted to undertake CEPT preparations the for the next Conference (WRC-19). Under the guidance of this group, four projects teams were set up, with association of the existing Project Team 1 of the Electronic Communications Committee (ECC PT1) (http://www.cept.org/ecc/groups/ecc/cpg/page/cpg19-structure/http://www.cept.org/ecc/groups/ecc/cpg/page/cpg19-structure/). These teams will work to discuss and develop briefs (Working Documents from/for CEPT administrations) and, where there is consensus, European Common Proposals (ECPs) (formal proposals comprising European contributions to the work of the World Conferences) on the items from the WRC-19 agenda which are assigned to them. The ECPs will then be submitted for the discussion and approval of CPG19. The ECPs therefore incorporate the positions of each administration on the subjects under discussion.
