58th meeting of the Radio Spectrum Committee - Brussels


The 58th meeting of the RSC was held in Brussels on 7 December 2016.

The summary of the meeting’s results is presented below:

1. Implementation of community spectrum legislation

The European Commission (EC) services presented a document requesting information about application of Implementing Decision 2016/339/EU of 8 March 2016, concerning harmonisation of the 2010-2025 MHz frequency band for portable or mobile wireless video connections and wireless cameras used in special events.

The member states should report by 31 January 2017 the current status of that decision’s implementation.

2. Mobile communications on board vessels (MCV)

The final draft of the implementing decision that amends the original Decision 2010/166/EU on MCV by adding 3G and 4G communication technologies was presented. The technical annex of the new decision is based on the conclusions of Report 62 of the European Conference of Postal and Telecommunications Administrations (CEPT), produced under the Commission’s mandate.

The decision was unanimously approved.

3. 5G

The EC services presented a revision of the draft mandate for CEPT to develop harmonised technical conditions for the next generation of wireless terrestrial systems (5G).

After lengthy debate, the Commission presented a new revised version to be voted on, focusing on the pioneer bands 3.4-3.8 GHz and 24.25-27.5 GHz, requesting that the CEPT studies be delivered by June 2018.

The RSC voted in favour of this draft mandate for CEPT.

4. Low power short range devices (SRD)

The EC presented a new version of the draft implementing decision for the sixth update of the SRD Decision, based on CEPT Report 59.

There was consensus on proposed changes to the technical annex of the SRD Decision. The text was accepted, though opinions differed regarding the need to change existing category names. The Commission did not see sufficient added value and therefore opted to keep the existing terminology.

Regarding the proposals covered by the addendum to CEPT Report 59, currently in public consultation, the RSC will continue its discussions about the sixth update at the next meeting, so as to decide on the best way to implement those proposals, whether in the current decision or in a distinct implementing decision, in order to better meet the needs of member states with existing services in the bands in question.

5. Next meeting

The RSC’s next meeting is scheduled for this coming 15-16 March in Brussels.
