6th meeting of RSPG WG PMSE - April 2017


Vienna hosted last 20-21 April the 6th meeting of the working group on the RSPG’s long-term opinion concerning spectrum requisites for future usage and needs of applications in equipment for programme making and special events (PMSE). The gathering was chaired by Austria and attended by 12 participants, including several administrations and the European Commission (EC).

The EC aims for the RSPG’s long-term opinion on PMSE to verify the expected impacts on PMSE services, taking into account current usage trends and the growing need to share spectrum use, requesting an evaluation of strategic options in terms of access to spectrum by wireless audio and video PMSE applications that might supply the quality of services necessary for PMSE applications. This RSPG opinion should also supply guidelines about the relevance of a common roadmap to support the audio and video PMSE sector in access to spectrum, bearing in mind different national needs.

The first version of the proposed opinion on PMSE should be completed in June 2017 so it can be adopted for public consultation, and the final version in November 2017.

This meeting basically focused on discussing and developing the proposed opinion on PMSE, especially the body of the text, and on recommendations divided into common and specific recommendations for audio and video PMSE.

Several aspects were discussed at the meeting, which are reflected in the proposed opinion on PSME, namely:

  • specific geographic areas in some countries do not have spectrum available for PMSE (or availability is very residual);
  • there is a preference for PMSE equipment that can operate in all countries, taking into account the available frequencies in such equipment;
  • that it be made clear that the harmonised baseline for audio PMSE corresponds to the EC decision in audio PMSE (duplex gap of 800 MHz and 1800 MHz) plus the 30 MHz available at national level in the UHF band;
  • the member states accompany CEPT’s work in identifying more spectrum for PMSE, if justified;
  • this opinion on PMSE is basically meant to respond to spectrum needs for PMSE at major events.
