New methodology to be used to evaluate the performance of mobile services and GSM, UMTS and LTE coverage


By decision of 16 June 2017, ANACOM has approved the methodology to be used to evaluate the performance of mobile services and GSM, UMTS and LTE coverage.

This methodology defines a set of indicators for evaluating the performance of the most relevant services, in the current context of mobile networks, and for verifying the coverage of each radio technology used by operators. Measurement profiles are also presented, defining a set of commitments and conditions to be safeguarded for the proper measurement of quality of the services and to ensure testing reliability. These profiles also provide for the standardisation of processes and the definition of test and measurement parameters, enabling proper analysis and comparison of the results obtained.

The methodology now approved will allow:

  • analysis, from a user perspective, of the performance of electronic communications services supported by Portuguese GSM/UMTS/LTE mobile communications systems, with execution of automatic end-to-end tests;
  • verification of GSM, UMTS and LTE coverage of Portuguese mobile communications systems.

On the same date, approval was also given to the report of the consultation to which the respective draft methodology was submitted (draft methodology approved on 23 March 2017).
