5th meeting of CPG PTB - December 2017


The fifth meeting of project team B (PTB) of the Conference Preparatory Group (CPG) was held last 6-8 December at the European Communications Office (ECO) in Copenhagen, chaired by Stanislava Tereschenko from the Russian administration and attended by 54 delegates encompassing a total of 15 administrations as well as representatives from the Secretariat of the International Telecommunication Union Radiocommunication Sector (ITU-R), the ECO, regional organisations and satellite operators.

The meeting served to approve the updates of the briefs (documents used as technical support for producing and justifying European common proposals (ECPs)) for all items under the group’s responsibility.

Note that there is already a relatively consolidated CEPT position in the scope of agenda item 1.4, proposing removal of most of the limitations contained in annex 7 of Ap.30 (Broadcasting Satellite Service (BSS) Plans), envisaging the production of an ECP as early as the next PTB meeting. Considerable progress was also made in the scope of agenda item 1.5, in which CEPT proposes the adoption of a resolution (like what was done at the last conference for Earth stations in motion (ESIM) in 29.5-30 GHz) to establish a regulatory framework for ESIM in the 27.5-29.5 GHz (up) and 17.7-19.7 GHz (down) bands, as well as in the scope of question 9.1.9 on spectrum requisites and possible allocation of the 51.4-52.4 GHz band to fixed satellite service (up).

On the other hand, it should be mentioned that with respect to question 9.1.7, several administrations expressed concern about the results of the last meeting of working party 1B (WP1B); a decision was made to call CPG19’s attention with a view to encouraging CEPT administrations to take part in WP1B in order to actively support CEPT’s preliminary position (not modify article 18.1 of the Radio Regulations).

The next meeting of CPG PTB is scheduled for 10-13 April 2018.
