ECC WG FM PT22 meeting - September 2017

Project team 22 (PT22) on spectrum monitoring and control and enforcement of the Frequency Management (WG FM) working group met on 19-22 September 2017 in Jurmala, Latvia.

The participants included a total of 57 delegates representing 28 countries and four organisations: the European Communications Office (ECO), Orange/European Telecommunications Standards Institute (ETSI), the European Meteorological Services Network (EUMETNET)/European Space Agency (ESA)/European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT), and the International Telecommunication Union (ITU).

Among other issues the meeting served to finish the revision of Recommendation REC(05)01 on Harmonisation of Automatic Measuring Methods and Data Transfer For Frequency Band Registration, coordinated by Portugal, which has been forwarded to WGFM for approval, continue the work of revising the recommendation for determination of radiated power through field strength measurements in the frequency range from 87.5 MHz to 6000 MHz, and consolidate the measuring method envisaged in ECC Recommendation 54-01 on the method of measuring the maximum frequency deviation of FM broadcast emissions in the band 87.5 to 108 MHz at monitoring stations.

A new version of the European questionnaire to gather statistical figures concerning the amount of detected interference was prepared; special emphasis was given to interference in weather radars. Finally, the problem of interference in Global Navigation Satellite System (GNSS) signals caused by jammer-type equipment was analysed, along with the possibility of using unmanned aircraft (drones) to make measurements.

The next meeting will be held on 17-20 April 2018 at ECC headquarters in Copenhagen.
