90th WG FM meeting - February 2018


The 90th meeting of CEPT’s WG FM was held last 5-9 February in Birmingham, United Kingdom.

The meeting was chaired by Thomas Weilacher (Germany) and attended by 90 delegates from 31 CEPT administrations, the European Commission (EC), the European Communications Office (ECO), the International Telecommunication Union (ITU) and 17 international organisations.

Below is a summary of key decisions made at the meeting:

  • adopted, for submission to the ECC for final approval and forwarding to the EC, the CEPT response (internal report) to the EC mandate to study the extension of secure intelligent transport systems (ITS) in 5.9 GHz; in short, the mandate requires that the viability of extending the current secure ITS band by 20 MHz (to 5925 MHz) be studied and to complementarily use ITS for road transports and urban rail systems for railways, and that the solutions should be technologically neutral;
  • prepared, for presentation to the ECC, a set of answers to questions posed by the EC and administrations regarding future use of spectrum for railway systems (GMS-R and successors);
  • approved, for submission to public consultation, three new ECC decisions meant to revoke three obsolete decisions: ECC/DEC/(15)02 on broadband direct-air-to-ground in 1900-1920 MHz, ECC/DEC/(07)02 on broadband wireless access in 3.4-3.8 GHz and ERC/DEC/(01)08 on 2.4 GHz movement detectors;
  • considered and approved two new ECC decisions on ESIM terminals operating with GSO FSS systems and with NGSO FSS systems in 14/12 GHz: “The harmonized use, exemption from individual licensing and free circulation and use of land based in-motion earth stations with GSO FSS satellite systems in the frequency bands 10.7-12.75 GHz and 14.0-14.5 GHz” and “The harmonized use, exemption from individual licensing and free circulation and use of earth stations in motion operating with NGSO FSS satellite systems in the frequency bands 10.7-12.75 GHz and 14.0-14.5 GHz”; those texts will now be submitted to public consultation;
  • agreement to revise two ECC decisions - ECC/DEC/(04)11 on automotive short range radars (SRR) in 21.65-26.65 GHz and ECC/DEC/(15)05 on PMR446 – so they can be submitted for final ECC approval and publication.

The next WG FM meeting will be held on 14-18 May 2018 in Basel, Switzerland.
