Postal quality of service indicators - deduction of records affected by interruptions to air traffic


By decision of 21 June 2018, ANACOM has approved a draft decision on the request presented by CTT - Correios de Portugal (CTT) seeking that records referring to non-priority mail, non-priority parcels, priority mail and registered mail be disregarded where directly affected by disruptions to air traffic caused by bad weather at Funchal Airport on 7 and 8 February 2018 in all mail to and from the Autonomous Region of Madeira, with the exception of internal shipments within the Autonomous Region of Madeira.

As such, ANACOM decided to grant the request as follows:

  • to deduct records related to non-priority mail and non-priority parcels sent between 5 and 8 February (inclusive) and records related to priority and registered mail sent between 6 and 8 February (inclusive), from the Autonomous Region of Madeira to destinations in Mainland Portugal and the Autonomous Region of the Azores;
  • to deduct records related to non-priority mail sent between 2 and 8 February (inclusive), non-priority parcels sent between 5 and 8 February (inclusive) and priority and registered mail sent between 6 and 8 February (inclusive) to destinations in the Autonomous Region of Madeira and originating in Mainland Portugal and the Autonomous Region of the Azores;

On the other hand, ANACOM denied the request to deduct records referring to non-priority parcels sent to the Autonomous Region of Madeira and originating in Mainland Portugal and the Autonomous Region of the Azores, and vice versa, on 2 February, and priority and registered mail sent on 5 February, as well as records referring to non-priority mail sent from the Autonomous Region of Madeira to Mainland Portugal and the Autonomous Region of the Azores on 2 February 2018.

ANACOM also ordered CTT to submit the following information within twenty working days (following notification of the final decision):

  • the values of the quality of service indicators obtained in February 2018 and in the first quarter of 2018, with and without deduction of records granted by ANACOM;
  • information relating to each of the records deducted from the calculation of the respective quality of service indicators - the shipment identification code, the dates of expected and actual dispatch, the origin and destination of the shipment (data disaggregated to two-digit post codes in both cases), distribution date, transit time.

CTT was also ordered to submit the values obtained with and without the deduction of records granted by ANACOM when submitting the values of the quality of service indicators for the whole of 2018, as well as a copy of the database used to calculate the quality of service indicators with and without the records deducted in 2018.

This draft decision was submitted to a prior hearing of CTT for a period of 20 working days.
