57th meeting of Technical Committee 210 - May 2018


The 57th meeting of meeting of CENELEC Technical Committee 210 (CLC/TC210) was held last 15-16 May in Lisbon, chaired by John Davies (who was re-appointed as chair), with Nyomee Hla-Shwe Tun as secretary.

A decision was made to have the list of electromagnetic compatibility (CEM/EMC) standards under revision circulated among the national committees so they can confirm, review or revoke them. A British proposal to implement standards of the International Electro-technical Commission (IEC) voted favourably as EN IEC, without ZZ annexes and without submitting them to the European Commission, was supported. It was decided that only later, via amendment (A11), would all the other regulatory requisites demanded by the EC (EMC and RED mandates) be considered, with a view to qualifying them for mention in the Official Journal of the European Union.

The work on revising the family of standards for powerline communications (PLC) is progressing as planned, an example being removal of multiple-input multiple-output (MIMO) technology from the scope of EN50561-1. In response to a concern of working group 11 (WG11), it was decided to formally ask the EC's HAS consultancy to confirm that the radio emission protector envisaged in EN50561-1 does not mean that PLC can be considered a radio receiver and therefore not in the scope of the Radio Equipment Directive (RED).

The rapporteur of the ad hoc group of the Technical Committee for Wireless Power Transfer of the European Telecommunications Standards Institute (ETSI-CLC WPT) presented the work done (document TC210/Sec/1044/REP). The need for WPT to use radiocommunication/radiodetermination was remarked on, either to begin the charging cycle or to end it. A survey of the WPT regulatory framework in the European Union (EU) is being prepared, from the standpoint of both the EMC directive and the RED. The need to support the studies on compatibility/coexistence and interference under way in CEPT SE24 and ITU-R was highlighted; they will serve as the basis for future regulatory decisions of the Telecommunication Conformity Assessment and Market Surveillance Committee (TCAM) concerning WPTs. Also highlighted was that compliance with a standard does not confer authorisation to use spectrum.

WG14 met to consider the EC’s demand to remove the statistical methods of the standards (the controversial 80/80 rule). For the time being, the solution will be implemented using the ZZ annexes of the ENs to be developed by WG14. For the long term, a new work item proposal (NWIP) has been set up for creation of a European standard (EN) regarding statistical methods. It was decided to record in the minutes TC210’s reluctance to implement the EC’s demand, removing the 80/80 rule from the EMC standards.

A decision was made to form an ad hoc group to deal with objections raised by the EC regarding the current performance criteria of the immunity standards.

It was decided to submit to the CENELEC Technical Board (CLC/BT) the new NWIP for development of an amendment to EN55035:2017, currently the only EMC standard harmonised in the RED scope. If approved, it will also be offered to the International Special Committee on Radio Interference (CISPR).

The next meeting will be held in Brussels on 6-7 December.
