UPU Extraordinary Congress


The Second Extraordinary Congress of the Universal Postal Union (UPU) was held from 3 to 7 September 2018 in Addis Ababa, Ethiopia - the first UPU Congress to take place in Africa.

Topics were debated such as UPU reform and product integration and remuneration, and discussions began on a number of issues that will be included on the agenda of the UPU's next Ordinary Congress, to be held in 2020 in Côte d'Ivoire.

The Congress approved the UPU's proposal for reform, notably with regard to the election process and the functioning of its operational management body - the Postal Operations Council (COP) - in an attempt to make the decision-making process more efficient. A number of proposals were approved, including on the product integration plan, the Integrated Remuneration Plan and the creation of a special class of contribution class (lower value) for sparsely populated Small Island Development States (SIDS) .

The Portuguese delegation was headed by João Cadete de Matos, Chairman of ANACOM, and included the Portuguese Ambassador to Ethiopia, Helena Malcata, and representatives of ANACOM and CTT - Correios de Portugal.
