20th ITU Plenipotentiary Conference - election results


The electoral process held at the 2018 Plenipotentiary Conference (PP-18) of the International Telecommunication Union (ITU) resulted in the election of the following officials:

  • Secretary General - Houlin Zhao, China (2nd term);
  • Vice Secretary-General - Malcolm Johnson, United Kingdom (2nd term);
  • Director of the Radiocommunications Board (BR) - Mario Maniewicz, Uruguay;
  • Director of Telecommunication Standardization Bureau (TSB) - Chaesub Lee, South Korea (2nd term);
  • Director of Telecommunication Development Bureau (BDT) - Doreen Bogdan-Martin, United States of America (the first woman elected to one of the ITU's top management positions).

The elections, which took place in Dubai (United Arab Emirates), also determined the new composition of the ITU Council:

  • Region A (Americas) - Brazil, Mexico, Argentina, Cuba, Paraguay, Salvador, The Bahamas, United States of America and Canada;
  • Region B (Western Europe) - Spain, Italy, Switzerland, Germany, France, Turkey, Hungary and Greece;
  • Region C (Eastern Europe and North Asia) - Romania, Russian Federation, Poland, Azerbaijan and Czech Republic;
  • Region D (Africa) - Kenya, Algeria, Morocco, Rwanda, Egypt, South Africa, Ghana, Côte d’Ivoire, Senegal, Uganda, Nigeria, Tunisia and Burkina Faso;
  • Region E (Asia and Australasia) - China, Japan, India, Thailand, United Arab Emirates, Indonesia, Philippines, Kuwait, South Korea, Australia, Pakistan, Saudi Arabia and Iran.

As regards the Radio Regulations Board (RRB), Chantal Beaumier (Canada) and Fernando Borjón Figueroa (Mexico) were elected by Region A; Yvon Henri (France) and Lilian Jeanty (Netherlands) by Region B; Sahiba Hasanova (Azerbaijan) and Nikolay Varlamov (Russian Federation) by Region C; Elsayed Azzouz (Egypt), Samuel Mandla Mchunu (South Africa) and Hassan Talib (Morocco) by Region D; and finally, Tariq Alamri (Saudi Arabia), Akira Hashimoto (Japan) and Doan Quang Hoan (Vietnam) by Region E.
