ANACOM approves determination on the migration of the 112 and 117 traffic to IP interconnection


ANACOM approved on 15 July 2021 the final determination ordering MEO - Serviços de Comunicações e Multimédia (MEO) to include in the Reference Interconnection Offer (RIO) the IP interconnection proposal for the traffic associated with the emergency services (112 and 112 eCall) and with the forest protection number (117), within 10 working days following the communication to MEO of this final decision, whereby ANACOM must subsequently be informed of such changes, within 10 working days of the publication of the RIO.

In addition, ANACOM has set a deadline of six months for the migration of traffic of emergency communications (112 and 112 eCall) and to the forest protection number (117) to IP interconnection, starting from the publication of the RIO and extending to all operators.

This Authority also decided that, after the migration, there will still be a period of six months in which TDM interfaces will be active to accept 112 and 117 TDM traffic. During that period, MEO must report to ANACOM on a monthly basis the amount of 112 and 117 calls processed on TDM interfaces and the operators that originated them. This information must be sent no later than 10 working days after the end of each monthly reporting period. The report must include identification of the traffic that took place on TDM interfaces, including the origin of the call, measures taken to transfer this traffic to the IP interface and chances that a similar situation will occur. On expiry of the six months, TDM interfaces may be deactivated, except where, in view of the existence of 112 or 117 traffic on TDM interfaces, ANACOM notifies operators of the suspension of the deactivation process of those interfaces until the reasons for the existence of that traffic are ascertained and measures to resolve them are implemented.
