ANACOM participates in the 3rd ERGP Stakeholders Forum


The third edition of the Stakeholders Forum of the European Regulators Group for Postal Services (ERGP) was held on 30 September 2022 in Brussels (Belgium), organised by the Spanish Regulatory Authority - the National Markets and Competition Commission (CNMC), together with the European Commission (EC).

This forum brought together around 200 representatives from the postal, digital, transport and e-commerce sectors to gather views on postal regulation, following the publication in April 2022 of the ERGP Position Paper https://ec.europa.eu/docsroom/documents/49914 on the EC report on the application of the Postal Services Directive.

This edition of the Stakeholders Forum featured the participation of João Cadete de Matos, Chairman of ANACOM and ERGP Chair in 2019, at the roundtable dedicated to the topic  “Challenges of the postal regulatory framework”, which highlighted the importance of a new regulatory framework that should define the activities to be considered in the postal sector market, explicitly clarifying to what extent new operators that have emerged in the context of “platformisation” and the collaborative economy, as well as the respective related activities such as the transport and delivery of physical goods, fall within the scope of the referred postal sector.

ANACOM was also represented by Rita Filipe Silva, Head of the European Union Affairs of the Foreign Affairs and Development Office, who participated in the session which addressed  the topic “Scope and boundaries of the postal sector. Neighbouring markets: transport and logistics”, highlighting the increasingly blurred boundary between postal services and transport, logistics and online intermediation services provided through platforms and the need for multidimensional definitions that take into account a combination of various parameters.

Furthermore, Michalis Nicolaou of the Office of the Commissioner for Electronic Communications & Postal Regulation (Cyprus) presented the 2023 ERGP draft Work Programme https://ec.europa.eu/docsroom/documents/50795, followed by Annegret Groebel, Head of International Relations of the Bundesnetzagentur (BNetzA) who set out the draft ERGP Medium Term Strategy for 2023-2025 https://ec.europa.eu/docsroom/documents/50796. Both documents are under public consultation until 8 October 2022.
