ANACOM fines MEO EUR 117 500 for non-compliance with ITED standards


ANACOM imposed a cumulative fine of EUR 117 500 on MEO - Serviços de Comunicações e Multimédia, for finding that the company had breached rules governing the construction, access and installation of electronic communications networks and infrastructure in five situations.

In four of these cases, MEO failed to use telecommunications infrastructure already installed in buildings, having modified the infrastructures in question when they were capable of supporting the services to be provided and the technology to be made available. A fifth case concerned an administrative offence for connecting the telecommunications infrastructure of a building to the public communications networks before the corresponding certificate of liability for the execution of the installation had been issued.

The behaviour in question jeopardises the proper functioning of electronic communications services, which are considered by law to be essential services, since modifications have been made to infrastructures already installed and suitable for the provision of services, and the telecommunications infrastructure of a building has been connected to the public communications network without a duly authorised installer having first issued the relevant liability certificate for the work.

The deadline for challenging ANACOM’s decision in court has not yet passed.
