CPG - PT2 and PT3 - Copenhagen

Project teams PT2 and PT3 of the Conference Preparatory Group (CPG) discussed in Copenhagen on 2-5 March the preparation of European positions for the 2007 World Radiocommunications Conference (WRC07) of the International Telecommunications Union (ITU).

These PTs specifically developed future European common proposals (ECPs) and the respective briefs for each of the upcoming conference?s agenda items.

The aim of these meetings was to draw up the first briefs with European Conference of Postal and Telecommunications (CEPT) preliminary positions, and to identify areas that will eventually need more studies on sharing/compatibility of services that use the same frequency bands.

As it was the first meeting of this cycle, CEPT?s position for each of the items is still in the very early stages, dependent on studies to be undertaken in CEPT and the ITU?s Radiocommunications Sector (ITU-R), and on the priorities of community policies for the sector. The preliminary European positions for some of the items have not even been defined yet.

PT2, which is responsible for items related to mobile services, satellite mobile and space science services, discussed the following topics:

  • Allocations and regulatory aspects concerning earth exploration satellite service (passive), space research (passive) and satellite weather service in the 36 GHz and 18 GHz bands and around 10.6 GHz;
  • Allocation of the 9000-9200 MHz and 9300-9500 MHz bands to radio-localisation service and the extension to a maximum 200 MHz for earth exploration satellite service (active) and for space research service (active) in the 9500-9800 MHz band;
  • Sharing between satellite mobile service and space research service (passive) in the 1668-1668.4 MHz band and between satellite mobile service and mobile service in the 1668.4-1675 MHz band;
  • Sharing criteria in the 620-790 MHz band vis-à-vis satellite broadcasting service networks and systems;
  • Proposals for regulatory measures to protect earth exploration satellite service (passive) against spurious active service emissions.

PT3, whose scope covers fixed, fixed by satellite, aeronautic mobile and aeronautic radionavigation services, debated issues such as:

  • Spectrum needs for high bitrate aeronautic telemetry and aeronautic telecommand;
  • Possible additional allocations for aeronautic mobile service (R) between 108 MHz and 6 GHz;
  • Power flow density limits applicable to satellite systems using very inclined elliptical orbits in the 17.7-19.7 GHz band;
  • Analysis of spectrum needs for global broadband satellite systems, so as to identify possible harmonised frequency bands for fixed service by satellite, for internet applications.

The next meeting of these groups will be held in Paris in late August 2004.
