CPG - Madeira

The Conference Preparations Group (CPG), of the European Conference of Postal and Telecommunications Administrations (CEPT), which is responsible for the European preparation of World Radiocommunications Conference (WRC03) of the International Telecommunications Union (ITU), met in Madeira from 28 April to 2 May. This was the group?s final meeting before WRC03.

At the meeting additional European common proposals (ECP) about some items on the WRC03 agenda were approved. Thus, for item 1.21, relating to the ?technical and regulatory requirements of terrestrial wireless interactive multimedia,? (Terrestrial Wireless Interactive Multimedia - TWIM), the ECP proposes that WRC03 proceed with the revision of Resolution 737, with the aim of carrying out technical, operational, and regulatory studies on a possible allocation of frequency bands for fixed and mobile broadcasting services, for a future decision by WRC07.

For item 1.24, on the ?revision of the conditions for sharing 13.75-14 GHz band?, it is proposed that the minimum diameters of the fixed satellite service (FSS) stations be reduced from 4.5 m to 1.2 m and that they be subject to the value pfd = -113 dBW/m²/10MHz and of 0.5% of the time in which this limit can be exceeded.

The ECP for item 1.27 proposes regulatory and technical changes to the criteria for sharing between the broadcasting satellite service (BSS), FSS and terrestrial services, in the bands outlined in supplements 30 and 30A, in order to harmonise these criteria in regions 1, 2 and 3.

For item 1.30, an ECP was approved on the regulatory procedures for the satellite systems to be adopted in the pre-publication, co-ordination and notification phases.

Item 1.35 was the subject of an ECP with proposals for finding solutions for the inconsistencies resulting from the revision of the plans for supplements 30 and 30A.

The ECP on item 1.37 includes proposals about the regulatory framework applicable to the satellite systems in highly elliptical orbits.

ECPs were approved for item 2, on the review of recommendations and resolutions incorporated as references in the Radiocommunications Regulations (RR), for item 7.1, with proposals to eliminate the inconsistencies identified by the Radiocommunication Bureau (BR) of the ITU in the application of the RR, and for item 7.2, with an agenda proposal for the future WRC07.

The briefs (basis for the European proposals) were also approved in their final versions and the list of CEPT co-ordinators was revised and completed for the various points of the agenda.
