2nd Conference Preparatory Meeting (CPM03-2) - Geneva

The second Conference Preparatory Meeting (CPM) was held in Geneva from 18 to 29 November 2002, with the aim of drawing up the final version of the report that will serve as basis for decisions made at the upcoming World Radiocommunications Conference (WRC03).

The CPM functions in the context of the ITU?s Radiocommunications Sector ITU-R), with the participation of delegates from a number of countries. The said report was compiled and approved at the meeting; for each of the WRC03 agenda items it contains the results of all studies carried out by the various ITU-R study groups during the period 2000-2002, identifying for each item several ways to resolve the associated questions. The proposals of the administrations and/ or regional organisations will be based on the content of this report, for subsequent decision at WRC03.

Subjects covered in the report include the following: identification of spectrum for land mobile service applications in the case of emergency situations (Public Protection and Disaster Relief - PPDR); Galileo; revision of allocations in the 5GHz band; possible inclusion of an item for WRC07 aiming to review the spectrum needs for development of IMT2000 and future systems; NGSO BSS (audio broadcasting service) for non-geostationary orbital satellites; comprehensive introduction of the Global Maritime Distress and Safety System (GMDSS); and the use of ESV (Earth Stations on board Vessels).
