The European Commission recommends member-states to make efforts to promotethe development of open and interoperable standards within digital interactive Television, operating namely the standard Multimedia Home Platform (MHP).

In a Communication on interoperability of digital interactive television services, adopted on 31 July, the Commission also recommends the creation of a working group, integrating the twenty five member-states, aiming to generalise MHP.

This matter was subject to a broad consultation at the beginning of the year and should be revised at the end of 2005.
