CPG PT2 and PT3 - Copenhagen

Project teams PT2 and PT3 of the Conference Preparatory Group (CPG) met from 29 November to 2 December in Copenhagen, Denmark, to prepare European positions for the 2007 World Radiocommunications Conference (WRC07).

These CEPT groups are responsible for developing criteria on compatibility and sharing of frequency bands between scientific space services, satellite mobile services and terrestrial services.

For PT2, which is responsible for issues concerning scientific space services (satellite earth exploration, space research and satellite weather service) and terrestrial services, the Briefs (documents containing detailed information on a given conference agenda issue, indicating the position Europe will eventually defend there via a common proposal ? ECP) were updated with the latest results from meetings in the Radiocommunications Sector of the International Telecommunication Union (ITU-R).

Thus, for the matters pertaining to PT2, the following developments are worthy of note: ongoing efforts to revise the criteria for sharing between passive services (satellite earth exploration and space research) and active services (fixed and mobile) in the 10.6-10.68 GHz, 18 GHz and 36 GHz bands; the impact of modifying the regulatory statute for radio-localisation service in the 9 GHz band; criteria for sharing between mobile service and mobile satellite service (MSS) in the 1668-1668.4 MHz band, between MSS and broadcasting service in the 670-790 MHz band; band allocation criteria around 1400 MHz for non-geostationary MSS (NGSO MSS) systems; and also the taking of a position on terrestrial optical telecommunications in free space above 3000 GHz.

Standing out in PT3 are issues concerning additional frequency band allocation in the interval between 108 and 6000 MHz, aeronautic mobile service and debate on the possible regulatory definition of telemetry and aeronautic tele-command services. This matter has merited special attention from the European Commission and administrations from the various CEPT member countries, in so far as it may impact significantly on community policy for the civil aviation sector. Other relevant matters concern conditions for sharing frequencies between high-altitude platforms and fixed and fixed by satellite services, the revision of power limits for highly inclined orbit satellite systems and also possible reordering of the 22 GHz band for satellite broadcasting service.

European work to prepare for WRC07, as mentioned above, starts with the development of Briefs for each of the conference agenda items; the ECPs will be developed later. Until present, and besides the CEPT preliminary position, the Briefs have also considered the positions of the North Atlantic Treaty Organisation (NATO) and CITEL (Inter-American Telecommunication Commission). The positions of the APT (Asia-Pacific Tele-community), the Arab League countries and the African Union will be included in the future, as soon as these regional organisations begin developing their work. The Briefs will be submitted for CPG approval at its next meeting in January 2005.

The next meeting of PT2 and PT3 is scheduled for 5-8 April in Helsinki.
