PT PP06 - Paris

The CEPT project team in charge of preparing the upcoming 2006 Plenipotentiary Conference (PP) of the International Telecommunication Union (ITU) met on 12-13 January in Paris.

Among other issues, the meeting saw continuation of work on preparing European common proposals (ECPs) ahead of PP06. Consensus was also reached (though with reservations from Italy and Russia) on the advantages of reducing to two the number of elected positions in the ITU (currently there are five). At the same time, and because Portugal had put forward a similar proposal in the past, we will undertake CEPT co-ordination of this matter at the Plenipotentiary Conference.

The following theme topics were also debated:

? Contact with other regions and with the European Commission, as occurred when preparing for PP02;

? Future of the ITU and composition of its Council, as well as elimination of the number of D2 positions in the Union;

? Matters involving internet governance;

? ITU-T Recommendation A.8;

? Early end of elected officials? mandates;

? Table with the Decisions, Resolutions and Recommendations from previous PPs that need to be changed;

? Progress of the Council working group on the financial regulation;

? Progress of the Council working group on the financial and strategy plans;

? Proposed ECP on the financial, strategy and operational plans;

? Proposed ECP on elected officials and continuation of the Co-ordination Committee;

? Revision and consolidation of the provisions for observers;

? Proposed ECP on observers in the Council;

? Proposed ECP on observers from the sector members;

? Proposed ECP on contributions from the Sector Members - Resolution 110;

? Proposed ECP on financial stability: announcement of the contribution unit, annual budget, financing of the Regional Radiocommunications Conferences (RCC);

? Proposed ECP on International Telecommunications Regulations (ITR);
