PTDP commercial exploitation beginning

Once the request submitted by PTDP - Plataforma de Televisão Digital Portuguesa, SA, was analysed asking for the extension of the deadline foreseen for the beginning of the digital terrestrial television platform commercial exploitation due to the existence of a so called force majeur event, and since it was concluded that:

a) The delays that may, with due evidence, take place in the certification of the product (based on the self-certification), prevents the manufacturers from the possibility of affixing the MHP logo in the terminals (Set-Top Boxes);

b) The existence of a consolidated and credible certification process is advantageous at two levels:

- If duly perceived by the consumer - the marking (MHP logo) affixed in equipment consists in a factor of trust for the consumers who wish to buy a digital television set -, it is a critical factor for adhesion and expansion of digital television;

- As a result of the increase in competition between manufacturers and application producers, it will be possible to have reductions in terms of final price of products, favouring, therefore, the consumers and the licensed entity itself;

c) The deadline proposed in the tender by PTDP to initiate the Digital Terrestrial Television Platform commercial exploitation - approximately 12 months - is lower than the maximum limit of 18 months, as foreseen in article 20 of Decree-Law no. 381-A/97, of December 30;

It was decided, by determination of 27 June 2002, to propose to the Government the adoption of the following measures:

1. To authorize the six-month extension of the deadline to be granted to PTDP to initiate the Digital Terrestrial Television Platform commercial exploitation in accordance with the MHP standard two first profiles, "enhanced broadcasting" and "interactive broadcasting";

2. To instruct ICP-ANACOM to change, accordingly, the date established in paragraph 1 of clause 3 of the license issued to PTDP, as far as the effective beginning of the activity is concerned;

3. To empower ICP-ANACOM to revaluate, during the second quarter 2003, the terminal equipment market situation (Set-Top Boxes) in view of the developments that took place in the definition of tests for equipment 'self-certification' in conformity with the MHP Internet profile.https://www.anacom.pt/render.jsp?contentId=68315
