''Digital Divide'' in the World Telecommunications Development Conference (WTDC-02)

Narrowing the digital divide that currently exists between countries was the central topic of the World Telecommunications Development Conference (WTDC-02), held in Istanbul, Turkey, from March 18th to 27th, 2002, organised by the International Telecommunication Union (ITU).

The Conference culminated with the adoption of the Istanbul Action Plan, spanning several projects, initiatives and working groups, aiming to promote the use of information and knowledge technologies, at different levels, in order to guarantee universal access to new services and applications in developing countries as a whole, thus transforming today's "digital divide" into a "digital opportunity".

This Action Plan will be further developed in the forthcoming World Summit on the Information Society in 2003 (Geneva, Switzerland) and 2005 (Tunis, Tunisia).
