PT UPU - Paris


Paris hosted last 13 December yet another meeting of the UPU project team (PT) of the CERP working group (WG) on Policy Issues, which focused mainly on co-ordinating the preparation of European countries for the 24th Universal Postal Union (UPU) Congress, to be held in 2008 in Nairobi.

To that end:

  • The use of a Code of Conduct (and respective terms of its drafting) by all CERP members during that congress was discussed;
  • The group's general orientation was confirmed with respect to the non-institutionalisation of permanent relations with PostEurop, except for cases of understanding between the national regulatory authorities and designated operators from the same country - which will be conducted at national level - and also the cases of ad hoc CERP/PostEurop collaboration whenever deemed necessary or useful;
  • The best process for circulating among all CERP member countries eventual contributions, proposals or positions taken by CERP member countries for the UPU Congress was discussed, along with the best procedure to adopt for processing and circulating responses to CERP questionnaires.

Besides subjects such as co-ordination, a number of UPU documents submitted to the 2007 Council of Administration, which will be taken up again by the 2008 Council of Administration, were also debated. They namely concern Reform of the Union (strategy planning), Acts of the UPU, the Agreement on Postal Payment Services and Extraterritorial Offices of Exchange (ETOE).

Lastly, the result of the electronic conference on terminal charges carried out by several CERP countries last 29 November was presented.

The next meeting of this project team is scheduled for this coming 2 April in Paris. There will also be one more meeting of CERP PT UPU to prepare for the 24th UPU Congress, on 3 July 2008 also in Paris, following on the CERP plenary meeting to be held on 14-16 May in the Latvian capital, Riga.
