ECC TG3 - Helsinki


Helsinki hosted last 28-30 May the 23rd meeting of working group ECC TG 3 (Ultra Wide Band), which is mandated to produce regulatory solutions for devices that use UWB technology in bands below 10.6 GHz. The gathering was chaired by Emmanuel Faussurier.

The draft ECC Report 120 with technical requirements that determine the DAA (detect and avoid) mitigation technique in the 3.1-4.2 GHz and 8.5-9 GHz bands (ECC Report on Technical Requirements for UWB DAA Devices to Ensure the Protection of Radiolocation in the Bands 3.1-3.4 GHz and 8.5-9 GHz and BWA Terminals in the Band 3.4-4.2 GHz), which had been approved by the ECC for public consultation at the 19th meeting last 10-14 March, received 22 comments. Based on these, the report was revised by TG3 and the new version submitted for final approval at the 20th ECC meeting (23-27 June). Note that the technical parameters in the report do not by themselves guarantee protection of the affected radiocommunication services, whereby to validate the DAA technique the European Telecommunications Standards Institute (ETSI) will have to define appropriate ''measure procedures''.

After analysing all the studies submitted on possible extension of the LDC (low duty cycle) mitigation technique, as set out in Decision ECC/DEC/(06)12, to the 3.1-3.4 GHz band, TG3 proposed that UWB LDC devices could operate in this band. This conclusion was reflected in the revision of Decision ECC/DEC/(06)12. Besides this, technical requirements were also added for UWB DAA devices according to the conclusions of draft ECC Report 120. The revision of Decision ECC/DEC/(06)12 hence includes the LDC and DAA mitigation techniques and was submitted to the 20th ECC meeting to be adopted for public consultation.

Regarding the UWB devices in fixed installations in exterior spaces, and after considering the studies carried out by TG3 on the matter, it was decided that the best solution is to continue the prohibition of this type of UWB devices.
