Portugal in the coordination of ITU PP02


The opening of the International Telecommunications Union (ITU) 2002 Plenipotentiary Conference, to be held between 23 September and 18 October in Marrakech, Morocco, was a moment of reinforcement for the Portuguese participation in ITU, with the election of José Toscano, responsible for ANACOM's European Affairs  Department (DAE), as deputy chairman of Committee 5 and member of the PP02 Administration Committee.  

Committee 5, presided by the Chinese Anthony Wong, plays a core role in PP02, being in charge of ITU political and strategic definition, evaluation of proposals for its reform and also the revision proposals of all legal instruments of this UN specialized agency for telecommunications: Constitution, Convention Rules of Procedure, and Internal Regulations of Conferences and the Optional Protocol.

PP02 is organized in six committees. Committee 1 - Administration Committee, composed by the PP02 presidency and its committees chairmen and deputy chairmen, which coordinates the works.  The second committee verifies the credentials of Member-states representatives. Committee 3 deals with PP02 budgetary control, while Committee 4 relates to the editorial matters, which are, processing of texts, in the official languages, and of the Final Acts of this Plenipotentiary Conference.

PP02 work it-self is divided between Committees 5 and 6, the latter being in charge of the financial and personnel affaires.

The Plenipotentiary Conference is ITU central event, where Member States decide on the future of the organization, determining its capacity to influence and affect the development of matters such as convergence, Internet management or the promotion of the universal access to Information Society.
