ITU Centre of Excellence - training courses in 2009


As part of its remit in the area of cooperation, ANACOM, together with the Spanish Government and the International Telecommunication Union (ITU), supported the creation of a Centre of Excellence (CoE) for Portuguese and Spanish speaking African countries. The respective partnership agreement was signed in Lisbon on 9 October 2008.

This Centre of Excellence, in line with those set up for the French and English speaking countries, will focus, over the next four years (2009-2012), on building institutional capability in Spanish and Portuguese speaking Africa. Its aims include contributing to increasing the independence of the communications sector in these countries and creating training self-sustainability through the qualification of managers and executives in the telecommunications sector. This is a project with a budget of about 1.3 million dollars, directed at the finance of training for the communications sector in Africa.

The management of the project, including the choice of training courses and drawing up business plans, is provided by a Permanent Committee, which includes representation of the ITU, donor and recipient countries. The first meeting of this Committee took place on 4 and 5 December in Maputo, with approval given to the 2009 training programme, to which entities (public or private) or individuals may apply. It then falls to an evaluation committee, comprising representatives of the ITU, donors and recipients, to evaluate and decide on the applications.

As part of its remit, ANACOM is available to provide any additional clarification on the project and to convey to the ITU any proposal or application of intention that entities or individuals located in Portugal may want to submit.
