Regulatory Scorecard 2008


This ECTA report compares the regulatory environment with respect to the electronic communications sector in 18 Member States of the European Union (Germany, Austria, Belgium, Denmark, Slovenia, Spain, Finland, France, Greece, Holland, Hungary, Ireland, Italy, Poland, Portugal, the United Kingdom, the Czech Republic and Sweden), in Norway and in Turkey, examining the effects of the application of the current community regulatory framework on the sector.

The study consists of an analysis, carried out in order to identify areas of good practice and weaknesses in the application of the regulatory framework, and to assess the impact that the various regulatory approaches have on the well-being of the consumer, competition and investment. Finally, the authors put forward their conclusions and make recommendations as to actions which can be taken through the implementation of national regulatory measures and through the revision of sectoral legislation. The data which is analysed results from responses provided by national regulatory authorities (NRAs) and ECTA members to a detailed questionnaire of 104 questions, grouped into five areas: overall institutional environment; key enablers for market entry and network roll out; the NRA's regulatory processes; application of regulation by the NRA; and the regulatory and market outcomes.
