IRG approves new guidelines

The Implementation Principles and Best Practices (PIB) on Accounting Separation and the Common Position relating to the cooperation between the National Regulatory Authorities (NRA's) and the National Competition Authorities (NCA's) of the Independent Regulators Group (IRG) members were approved in its Plenary meeting held on the 21 and 22 November 2002, in Helsinki.

Set up in 1997, the IRG groups the NRAs for telecommunications of the fifteen members states from the European Union, from the European Economic Space (Iceland, Norway and Liechtenstein), from Switzerland and, since the 1st of January 2003, also the NRAs from the candidate countries to the European Union (Bulgaria, Poland, Czech Republic, Hungary, Romania, Latvia, Lithuania,  Slovak Republic, Slovenia and Estonia and Cyprus).

This group works as an informal forum of discussion and exchange of information, opinions and experiences about the telecommunications sector, discussing subjects of common interest for the involved NRAs, such as interconnection, prices, universal service and other up-to-date issues relating to the regulation and development of the European telecommunications market. Within this scope, guidelines are regularly adopted which have a non-binding nature, such as 'implementation principles and best practices' (PIB) and 'common positions' (CP).
