52nd WG SE meeting - Dublin


The 52nd meeting of the working group on Spectrum Engineering (WG SE) was held last 26-30 January in Dublin, attended by 54 participants, among them observers from the Committee on Radio Astronomy Frequencies (CRAF), the European Radiocommunication Office (ERO), the European Telecommunication Standards Institute (ETSI), the European Information and Communication Technology Industry Association (EICTA), the Network of European Meteorological Services (EUMETNET), the GLOBALSTAR satellite network and the Mobile Satellite Users Association (MSUA).

A number of documents were approved, after the public consultation phase, specifically the following reports: ECC Report 128 (Compatibility Studies with the Pseudolites of Radio-navigation Satellite Service (RNSS)); ECC Report 129 (Use of RNSS Repeaters), and ECC Report 131 (BEM Spectral Mask for Terminal Equipment in the 2.6 GHz Band). Also approved were the following recommendations: ECC/REC(09)01 (Multiple Gigabit Wireless Systems (MGWS) in the 57-64 GHz Band); ECC/REC(05)02 (Fixed Service in the 64-66 GHz Band); ECC/REC(05)07 (Fixed Service in the 71-76 GHz and 81-86 GHz Bands) and ERC/REC14-02 (Fixed Service Channels in the 6425-7125 MHz Bands).

The following ECC draft reports were provisionally adopted and submitted for consultation: Report 114 (Compatibility Studies between Multiple Gigabit Systems in Frequency Range 57-66 GHz and other Services and Systems (except ITS in 63-64 GHz)); ECC Report 113 (Compatibility Studies around 63 GHz between Intelligent Transport Systems (ITS) and Other Systems).

The group also ratified the response to the Commission mandate on MCV. This document will be sent to the ECC for preliminary approval and launch of the public consultation (and forwarded at the same time to the European Commission).

The group considered various documents on the GSM-R extension band (873-876 MHz), besides examining whether the conclusions of the ECC Reports 5, 13, 14, 58 and 96 are applicable. It was generally considered that the conclusions of the said reports are applicable. However, some important scenarios are missing (for example, future use of LTE). Likewise analysed was the new European Commission mandate on SRR (short range radar) applications in 24-29 GHz; it was decided that, with the opinion of the Frequency Management working group (WG FM) still pending, WG SE project team 24 would begin the work. Questions were also raised about the compatibility with fixed service, as well as military applications.

The next WG SE meeting will be held on 4-8 May 2009 in Croatia.
