ANACOM has followed and participated with great commitment in promoting a common culture and solidarity between members of the Community of Portuguese Speaking Countries (CPLP), supporting the creation of new opportunities in terms of communications.
Multilateral, sectoral cooperation was embodied by seven Meetings of Ministers and of the Post and Telecommunications Authorities of the CPLP, held between December 1996 and June 2004. At the last of these meetings approval was given to the ''Viseu Declaration'', which led to a model of cooperation with the objective of convening meetings/technical workshops for the regulatory bodies of the various countries involved.
In this context work was begun which led to the realisation of the proposed Cooperation Agreement between the Member States of the CPLP, in the context of communications, and the Three-Year Cooperation Programme. Likewise, a network of contact points was established for coordinating participation in international telecommunications organisations, as well as to facilitate communication between members and the adoption of common positions.
The meeting also gave rise to the establishment, in October 2008, of the Association of Communications and Telecommunications Regulators of the Community of Portuguese Speaking Countries (ARCT-CPLP), with the aim of strengthening the historical ties of friendship and sectoral cooperation.

The experience obtained from the various technical meetings of the CPLP resulted in the idea of setting up an organization to function as a permanent forum for the exchange of information and the sharing of experiences and to help create an institutional and regulatory environment conducive to the strengthening of sectoral cooperation already developed at the level of CPLP, and acting as a stimulus to innovation and development of communications in the countries involved.
It was with this objective that, on 9 October 2008, a Memorandum of Understanding was signed creating the Association of Communications and Telecommunications Regulators of the Community of Portuguese Speaking Countries (ARCT-CPLP).
