Centre for Excellence in Africa - Training actions in July 2009


In the scope of the 2009 training plan, the Excellence Centre of the International Telecommunication Union (ITU) for the Portuguese and Spanish speaking countries will organize four events in July 2009.

Luanda (Angola) hosted, from 29 June to 3 July 2009, the third action on ''Radio Spectrum Management'', through the Angolan regulatory body, INACOM. The event included the participation of a Leader Expert from ANACOM as well as two consultants from ANATEL, the Brazilian telecommunications regulatory authority. The training action involved a comprehensive description on current spectrum management practises, and focused on new trends, including guidelines on the development and application of national standards for the purposes of spectrum enhancement.

Cape Verde and Mozambique receive, respectively from 8 to 10 July (Praia) and 15 to 17 July (Maputo) two shortened repetitions of the Excellence Centre inaugural event dedicated to ''Regulation of Telecommunications'', which took place in Maputo in February. This time the event covers also some aspects on consumer awareness and protection. These actions, hosted by ANAC, the regulatory authority of Cape Verde, and by INCM, the Mozambican authority, allow a perspective of the different frameworks and means of regulation and the consequent debate on models which are appropriate according to the country and circumstances, comprising multi-sector and sector-specific regulations, with a special focus on consumer protection as the predominant feature of regulation in liberalised markets.

In the week between 20 to 24 July, Praia will host the seminar ''Business and Commercial Aspects of Interconnection'', which is monitored by Portuguese experts and includes ANACOM's participation. This seminar focuses on the assessment of the wholesale market, discussing in detail its main features and intrinsic driving dynamics, covering technical and structural aspects, as well as issues such as provision of services on national and international markets, routing, the fixing of costs and pricing, and including the presentation of commercial case studies.
