The situation of electronic communications in Europe, the Directive on the re-use and commercial exploitation of public sector documents, the MODINIS programme and the European Network and Information Security Agency were the main topics of the meeting of of the Telecommunications Council of Ministers of the European Union, held on 27 March, in Brussels.

Concerning the first topic - the electronic communications situation in Europe  - all Member States focused the debate on the analysis of the new regulatory framework implementation, the broadband strategies and on the deployment of the 3G mobile communications, having expressed their appreciation to the Commission for its recent approval of the Recommendation relative to the harmonisation of the provision of public access through radio local networkshttps://www.anacom.pt/render.jsp?contentId=97112 (R-LAN) to public electronic communications networks and services in the Community.

The Council reached unanimous political agreement on the  proposal for a Directive on the re-use and commercial exploitation of public sector documents, having approved a common position on the same. This Directive establishes a minimum set of common rules applicable to the exploitation of existing documents of public entities of Member States, of general access.

Following the European Parliament?s first reading, the Council also approved a common position regarding the  proposal for a Council Decision on the MODINIS programme. This programme will provide financial support to accompany the Member States? actions on the promotion of the Information Society. It also aims at monitoring and comparing the performances of the eEurope 2005 implementation, identifying and disseminating good habits at the regional and local levels, as well as promoting both the analysis and the strategic discussion, and preparing the establishment of the European Network and Information Security Agency.

In view of the European Agency for Network and Information Security implementation, the Commission reaffirmed its intention to set up an interdisciplinary work group, in the second semester of 2003.

The next Telecommunications Council of Ministers of the Greek Presidency is scheduled for May 2003.
