On 30th September, ANACOM - Autoridade Nacional de Comunicações is hosting its third conference. In the year that sees the regulator celebrating its 20th anniversary, the theme chosen for the conference encompasses the past and future of regulation: "20 Years Later: Why Regulate?".
This initiative is a key event in the commemoration of the 20th anniversary, which will be celebrated on 6 November, and its goal is to provide an opportunity for joint reflection on the major issues that currently face the regulation of the communications sector, also on a prospective basis, including the challenges which are envisaged for the future and which should already be anticipated and considered.
It is intended that this reflection takes account of the lessons of the past, marked by profound transformations, both in terms of telecommunications and postal services, which this Authority, as one of the oldest regulators of the communications sector in the world, and the second oldest in Europe, can witness from a privileged position.
The 3rd conference of ANACOM will be opened by José Amado da Silva, chairman of the regulator, Bernd Langeheine, Director for Electronic Communications Policy at the European Commission; and by Mário Lino, Minister for Public Works, Transport and Communications.
Fernando Mendes, Luís Nazaré, Alvaro Dâmaso and Pedro Duarte Neves, the four former chairmen of ANACOM, will discuss the theme "20 Years of regulation: building the future with the present and past".
Other topics of debate include "Regulate for investment? Competition as a driver to invest", "Spectrum and competition: regulating the next 20 years", and "Governance of Regulation: scope, legitimacy and accountability".
Other speakers include figures such as Alex Blowers, from OFCOM; Iris Henseler-Unger, Federal Network Agency of Germany; David Gomes, chairman of ARCTEL-CPLP and ANAC, the regulator of Cape Verde; Marianne Treschow, director general of the Swedish regulator; Remko Bos, director of markets at the regulator of the Netherlands; and Antonio Diaz-Flores, Subdirector General for Planning and Radio Spectrum Management, Secretaría de Estado de Telecomunicaciones y para la Sociedad de la Información, Spain.
Before the conference closes there will be a round table attended by Reinaldo Rodriguez Illera, Chairman of CMT - Comisión del Mercado de las Telecomunicaciones; Antonio Jorge Vasconcelos, consultant; and José Amado da Silva, Chairman of ANACOM.
Participation in the Conference, held in Lisbon at Culturgest is free and open to all interested parties. However, participants need to register on Anacom's website by 28 September 2009.
