Conclusions of 30th ERG Plenary


Following the 30th Plenary Session of the ERG - European Regulators Group and the general-assembly of the IRG - Independent Regulators Group, held in Lucerne Switzerland on 8-9 October 2009, the represented national regulatory authorities (NRAs) decided to hold a public consultation on the draft common position on future next generation network charging mechanisms. The document's key conclusion is that, as a regulatory regime for termination for the long term, the bill and keep system is more promising than the calling Party Network Pays system.

The consultation remains open until 10 December 2009, and comments may be sent by email, to the ERG Secretariat via erg-secretariat@ec.europa.eumailto:erg-secretariat@ec.europa.eu, with the words ''ERG Draft CP NGN Issues'' in the subject heading.

Likewise, approval was given to the report on the transition from sector-specific regulation to competition law. This report addresses the issues raised by the progressive withdrawal of the obligations imposed on undertakings which have significant market power and notes the importance of a smooth transition from ex ante regulation to this new reality.

The ERG also approved the report on the elaboration and monitoring of common positions, and another report on regulatory accounting in practice 2009, as well as a comparative report on mobile termination rates.

Finally, the ERG's 2010 work programme was approved for submission to public consultation, closing on 6 November. Responses to this consultation should be sent by email to the ERG Secretariat via erg-secretariat@ec.europa.eumailto:erg-secretariat@ec.europa.eu, with the words ''ERG Draft WP 2010'' in the subject heading.
