10th report on the implementation of the electronic communications regulatory package


The European Commission recently published its 10th report on the implementation of the electronic communications regulatory package through its Communication ''European Electronic Communications Regulation and Markets 2004'', of 2 December 2004.

The Communication, which includes the ten new member-States of the European Union (EU), provides an overall view of the main market developments (up to 1 August 2004) and the most relevant horizontal questions of a regulatory nature (up to 1 October 2004).

In the annex to the Communication, the Commission provides a more detailed analysis, divided into four areas: transposition and implementation of the new regulatory framework, procedures defined in Article 7 of the Framework Directive, analysis of the situation in each of the 25 -ember-States and a market overview.

The conclusions state that, although there are signs of a recovery in the electronic communications market, it is essential that the new regulatory framework is fully and correctly implemented and that competition rules are effectively applied.
