Conclusions of the Telecommunications Council

The conclusions on the eEurope 2005 Action Plan follow-up report, the situation of the electronic communications sector in the European Union (EU), the developments of the World Summit on the Information Society and the fight against unsolicited commercial e-communications (spam) were the topics in the agenda of the Council of Ministers for Telecommunications, Transportations and Energy, held in Brussels, on 8 and 9 March.

The Ministers gave their opinion, in particular, about the situation of the e-communications sector in the EU, based on the recent EC Communication "Connecting Europe at high speed: Recent developments in the sector of electronic communications", having signalled its confidence in the development of the sector as well as the importance of the information society for the increase of productivity and employment in the EU.  

This meeting produced a set of guidelines for Member-states, which underline the need of:

  • adopting, fast, the provisions of the new e-communications regulatory framework;
  • investing in infrastructures and innovative services, namely, broadband and mobile 3rd generation;
  • materializing initiatives for the development of broadband in the several Member-states;
  • reinforcing the Governments? political commitment to maintain the eEurope 2005 Action Plan, taking into account the context of an Europe enlarged to 25 countries, from May this year;
  • a coordinated action between the several Member-states so as to fight against the proliferation of spam, whereby the Commission shall envisage the possibility of financing actions of this type.

In this meeting, the Commission submitted the final timetable for the presentation of some sector Communications, namely about the national strategies for broadband (foreseen for May 2004) and about the challenges for the mobile 3rd generation networks (expected for July 2004).
