Draft Regulation on Galileo start

One billion euros is the maximum amount foreseen by the Commission as necessary to finance the development and operations phases of the European program of satellite radionavigation Galileo, running from 2007 up to 2013. This indication is contained in the European Parliament and Council proposal for a Regulation on the development and commercial phases of Galileo, presented by the European Commission on 14 July 2004.

This Draft Regulation considers four development phases for the European programme of satellite radionavigation, which started in 1999, being, currently and until 2005, under the development and validation phase of satellites and respective orbit, as well as the system’s earth components. For the years 2006 and 2007 it is planned the construction and sattelite launch and establishment of all remaining system components in the field, followed by the operational and commercial phase, as from 2008, which will involve the system administration as well as its maintenance and update. 

Management of public interests related to Galileo will be the responsibility of the Supervision Authority, whose creation was approved by the Council of Ministers for Energy, Transport and Telecommunications, in last meeting of 10 and 11 June. The Supervision Authority will also act as licensing authority regarding the future concessionaire of the Galileo system.

As far as the public funds for Galileo are concerned, some countries such as China, Israel and India are willing to contribute financially to this system, under the framework of the existing cooperation agreements, of which it is worthy underlining the recent signature of the agreement between the EU and Israel, on 13 July 2004.
