ANACOM makes headway with the establishment of new codes within the National Numbering Plan


ANACOM - National Communications Authority intends to make headway with the establishment of two new codes within the National Numbering Plan, ''761'' and ''762'', which shall correspond to flat-rate call services, with tariff ceilings of 1€ and 2€ respectively (prices do not include VAT).

These new codes may be used to provide innovative services which arise from the increasing dissemination of broadband, namely as regards the payment of goods or contents accessed through the Internet, where such products are charged. In this case, the payment takes place by making a telephone call, the tariff of which is defined by the service access code.

A flat-rate call service enables the access, always in the same way, to anywhere in the country, a single price per call being set.

The tariff ceilings apply regardless of how long the call may take and the hour the call is made. Call retail price vary according to the service access code. Thus, to the ''761'' code, the ceiling price per call is 1€ (no VAT included), and to the ''762'' code, the ceiling price per call is 2€ (no VAT included).

ANACOM's draft decision, which has been now subject to the prior hearing of interested parties for 20 working days, is based on requests from COLT and SGC Group, which desired new service codes within the National Numbering Plan intended for the provision of an electronic communications service for making payments. As they referred, this service enables the access, by making a telephone call, to goods or services - especially through the web, where the access to such content is paid -, the call being required to charge the caller the service retail price, which is defined by the call itself. This service applies typically to the subscription of publications, access to online games, download of movies or music, or charging a card/account to access on demand video services.
