General Considerations

Introductory note

The "Instituto das Comunicações de Portugal" (Portuguese Communications Institute, "ICP" or "Institute"), headquartered at Av. José Malhoa No. 12, was established by Decree-Law 188/81 of 2 July. Its role is to assist the Government in areas of co-ordination, supervision and planning of public service communications, as well as to represent the sector and manage the radio spectrum.

With the publication of Decree-Law 283/89 of 23 August and amendments to Decree-Law 165/92 of 5 August, Decree-Law 95/96 of 17 July and Decree-Law 100/98 of 21 April, the new statutes were instated. According to same, the ICP is a public institute of legal status, and is autonomous both in terms of finance and administration and has its own assets. The Institute falls under the jurisdiction of the Ministry of Infrastructure and Planning.

The ICP's management is governed by the terms of its statutes and by the laws governing state enterprises. According to these laws the ICP is required to submit plans of action and financial statements several times a year to its supervisory authority as well as its budget, annual report of activities and financial statement.

The following points are numbered according to the requirements set out in the Official Accounting Plan. Those points whose numbers do not appear below either do not apply to the Institute or they are not relevant to the financial statements in these supplements.
