23rd UPU Congress


The 23rd UPU Congress is being held in Bucharest, Romania, with the participation of about 2000 delegates, observers and guests. The Congress began on 15 September and shall end on 5 October.

Portugal has a double concern in this Congress: apart from participating in the works as UPU full member, it also has three candidatures to the elections, which will take place during the same. The first one, chaired by Mr. Carlos Silva, who currently presides the Postal Operations Council (COP) after being elected during Beijing Congress, in 1999, regards the position of Director General of UPU International Bureau; the second one to the Council of Administration (CA); and the third one regards the new candidature to the Postal Operations Council (POC).

Since the Congress was declared officially open, several measures were  adopted, such as the creation of the UPU Consultative Committee, an innovative measure allowing for the participation in the private postal operators organization, the approval of the cooperation policy for 2005-2008 and changing of the country classification system within the scope of the terminal dues system (international mail paying system) and the Quality of Service Fund (a fund to which the developing countries may apply to develop the Universal postal service). All these measures are in agreement with the guidelines of the United Nations Development Programme (UNDP).

UPU Vice-Director General also presented the Bucharest World Postal Strategy, containing the action plan, at governmental level, pertaining to UPU postal administrations and bodies, for the next four years.

In parallel to this Congress, the philately exhibition WFIRO 2004 is being held, under the theme “Promote culture through stamps”.
