Two documents with relevance for the postal services were recently adopted by the European Commission: the amended proposal for a Council Directive amending Directive 77/388, concerning the value added tax applicable to postal services and the Communication on the 2004 Universal Postal Union (UPU) Congress.
This new version on the amended proposal for a Council Directive considersthe changes adopted by the European Parliament in March of this year and the Communication on the XXIII UPU Congress, which will take place in Bucharest (Romania), from 15 September to 5 October 2004, reflects the concern of ensuring an active coordination and cooperation between Member-states and the European Commission throughout the negotiations involving the Congress.
