The Plenipotentiary Conference, which is held every four years, is the top policy-making body of the International Telecommunication Union (ITU). The next meeting of the Plenipotentiary Conference (PP-06) has been scheduled to take place from 6th to 24th November and will be held in Antalya, Turkey.

The Conference's role is to set out the policy and strategy of ITU, and to define the respective budget. The Conference's work is recorded in the reports that it submits to the Council (the body that manages the Union between conferences), as well as in the proposals presented to the ITU by its member states.

At a time when the ITU is faced with an acute financial and budgetary crisis, the role of PP-06 is key in examining the current and future management of the union and in particular the work carried out since 2003 by the New Council Oversight Group (COG/NCOG ) chaired by Portugal.

When it comes to the reform of ITU, PP-06 is seen as setting the stage for the preparation of new and more efficient ways of managing the union, specifically to decide which posts to select and nominate, as well as to proceed with the alteration of the ITU's fundamental documents - the constitution and the convention.
