During the course of the 2006 Plenipotentiary Conference (PP-06) of the International Telecommunication Union (ITU) elections were held for the following posts:

  • Secretary-General ? M. Touré (Mali);
  • Deputy Secretary-General ? H. Zhao (China);
  • Director of the Radiocommunication Bureau (BR) ? V. Timofeev (Russia);
  • Director of the Telecommunication Standardization Bureau (TSB) ? Malcolm Johnson, (United Kingdom);
  • Director of the Telecommunication Development Bureau (BDT) ? Sami Bin Al-Basheer, (Saudi Arábia);
  • Members of the Radio Regulations Board (RRB); and
  • Members of the Council.

With 121 votes, Portugal was one of 46 states elected to the ITU Council. Elected as part of the allocation to Region B (Western Europe), Portugal sits besides France, Spain, Switzerland, Germany, Sweden, Italy, and Turkey.

At a European level, the 49 countries that form part of the European Conference of Postal and Telecommunications Administrations (CEPT) agreed to give their formal support to just two candidates in order to concentrate the European vote and so increase the chances of European candidates being eligible to those ITU posts considered strategically important to the interests of the CEPT. These were the posts for Secretary-General (the CEPT supported Matthias Kurth of Germany) and the Director of the Radiocommunication Bureau (the CEPT supported the Russian Federation candidate, Valery Timofeev).
